I think that technique looks more Korean than Japanese, though. ;-)
But haven't you seen Shaolin Soccer? Hilarious and totally worth it.
Pretty sure this is capoeira. It's a Brazilian martial art with a lot of dance elements in it. Cool to watch, looks like it would take a lot of skills. Here's a video link:
