When your government is better at abusing its' citizens than its' non-citizens...
That is because folks like home-schoolers and hippies, er, I mean whole-milk co-ops tend to be pretty low-risk to investigate and prosecute, and may well have assets to seize. Jihadies and drug gangs, not so much.
