I rather expect we know what was going through his trousers!
It looks like he was wearing a medium weight hat and coat so it must have been Fall or Spring. He may have been warming himself with a little vodka, too, and not realized how stupid he was standing there.
I've seen people jaywalk major highways before (here in the Ohio Valley) but this is just nuts.
